The New Fire Brigade

The sub-committee upon the fire brigade recommended that a necessary dress should be provided for the men and that the following should be the code of rules for their government; 

1. The Police Force of the Borough shall be the Fire Brigade. The Superintendent of the Police shall be the superintendent of the brigade and the sergeants and constables shall be subject to his orders and directions in all things.

2. Such superintendent shall be entitled to an annual salary of £10 to be paid from the District Fund account and shall his term of office expire during the currency of any year to a proportionate part of the salary.

3. The superintendent shall have the immediate control and the management of the fire hose and fire engines and he shall be responsible for their being kept in good working order, the whole being inspected at their several depots in the first week of every month. That the sum of 10s a month be allowed to the men engaged in cleaning and keeping them in order.

4. Immediately on an alarm of fire being given, whether in the town or the neighbourhood the superintendent shall proceed to the spot with the fire cart and fire engines and may employ in each case, such number of men as he shall consider necessary in addition to the men of the brigade.

5. The superintendent shall endeavour to ascertain the cause of any fire and shall report thereon at the next meeting of the Managing Committee of the Local Board.

6. The men of the brigade actually engaged in the suppression of a fire shall be entitled to the following fees, viz. when employed or detained for any time not exceeding two hours 2s 6d, exceeding two and not exceeding four hours 4s, four hours and not exceeding six hours 5s, and so for any longer time they may be so employed or detained. Extra men employed by the superintendent to be paid at his discretion. When the fire, or engine, is sent out with post horses the charge shall be 10s 6d each horse and 5s for the post boy.

7. The superintendent for attending a fire shall be entitled to a fee of £1-1s and in case his services are required more than six hours he shall be entitled to a further sum of 1s per hour.

8. On an alarm of fire the superintendent, firemen, and turncock shall be immediately called out when they shall proceed to the fire and such of the brigade present as are not otherwise engaged, shall keep order and secure sufficient room for working the fire apparatus or engine.

9. The turn-cock on an alarm of fire shall proceed to the main cock and turn the water on to the district in which the fire may be and then place himself under the direction of the superintendent and shall be entitled to a fee of 5s for the attendance.

10. Members of the Police Force not charged for the suppression of the fire shall be paid constables a fee of 2s each, sergeants 3s each.

11. The men of the brigade and all other persons employed are strictly prohibited from receiving any money without authority of the superintendent.

12. The above fees and the expense of working the fire apparatus or fire engines shall be paid by the person or persons whose property shall be on fire, or by the insurance office or offices ratably in which the property may be insured.
